Please find the attached three documents:

Councilmember Parks' Letter to Supervisor Burke & previous letter to the RPC

1. In a letter to Los Angeles County 2nd District Supervisor, Yvonne Burke, Councilmember Bernard Parks outlines his updated concerns regarding existing and potential hazards proposed by oil drilling in the Baldwin Hills Oil Field. The letter touches on a wide variety of concerns the Councilmember has heard through the public comment process
and has now been submitted to the Board of Supervisors.

2. Councilmember Parks' policy letter to the Regional Planning Commission, submitted August 14, 2008.

EAD's Comment Letter to the Board of Supervisors & previous letter to the RPC

1. Per Councilmember Parks' four instructional motions, the City's Environmental Affairs Department (EAD) has reviewed the Draft Environmental Impact Report as it relates to Los Angeles being within the potential area of impact related to oil drilling from this field. EAD's letter summarizes their review for the purpose of submission to
the Board of Supervisors.

2. EAD's previous comment letter to the Regional Planning Commission, submitted August 14, 2008

He missed a great opportunity to make his point this past Saturday at the rally near the oil wells. Mark Ridley Thomas responded to our call and found time in his busy schedule to make an appearance.

Thank you for your response and I appreciate the point that you are making about the rally. I know that the councilmember was very disappointed that he wasn't able to make it out to the rally. That's also why the Board of Supervisor's hearing on Tuesday had added importance for him, to ensure people knew where he stood on this issue.

In his testimony in front of the Board on Tuesday he outlined some of the items discussed in his Oct. 21 letter to Supervisor Burke and we passed out copies of our letter. By in large we've had a very positive response to his testimony/letter primarily because our comments have largely echoed community concerns we've heard throughout this entire process.

I also think that people recognize that Councilmember Parks has an extensive body of work on this issue; including mobilizing several City departments (Environmental, Planning & City Atty), working with various community groups, requesting state agencies respond to this issue and speaking directly to the Governor's office, all to really dig into the process as well as the Draft EIR and make sure our concerns were included in the process.
